Why Alabama A & M , winners of the SWAC Tournament, has to play Oakland for the final spot in the NCAA Tournament ? I thought if you win your conference tournament, your in. So why the extra game ?

That game is now considered part of the tournament. It's not called the play in game anymore, its the First round. And Alabama A&M should be happy to play it in my mind because now they have a chance of going 1-1 instead of 0-1 and the seniors get to go for another win.
